Bill Overview
Title: Saving America's Future by Educating Kids Act of 2022
Description: 2022 This bill directs the Department of Education (ED) to develop and support implementation of an evidence-based, K-12 curriculum on the dangers of substances of misuse, including opioids and vaping. ED must review and update the curriculum every two years. ED must award grants to state educational agencies to implement the evidence-based curriculum. In awarding these grants, ED must give priority to those states that have experienced the highest drug overdose death rate per capita.
Sponsors: Sen. Manchin, Joe, III [D-WV]
Target Audience
Population: K-12 students worldwide who may encounter similar substance misuse education programs
Estimated Size: 50000000
- The bill targets the implementation of a new K-12 curriculum, which means it directly impacts elementary through high school students.
- The curriculum focuses on the dangers of substance misuse, including opioids and vaping, aiming to educate young individuals on these topics.
- Since the bill directs the Department of Education to ensure this curriculum, teachers and school administrators will also be involved.
- Parents and families of students might also be indirectly affected, as they may be engaged in discussions or educational activities related to the curriculum.
- As the bill involves grants to state educational agencies, those entities will be affected by the administrative and financial aspects of implementing the curriculum.
Reasoning
- The policy targets K-12 students, specifically aiming to educate them on the dangers of substance misuse.
- The impact of the policy is expected to be high for students who are directly exposed to the curriculum, especially in schools located in areas with high drug misuse rates.
- Teachers will be influenced as they will deliver the new curriculum; however, the direct impact on their wellbeing may be low.
- Parents might experience an indirect impact as they engage more with their children about substance misuse.
- Given the budget and the priority to states with a high rate of substance misuse, we estimate a significant impact in those regions but less in others.
