Federal funds may not be used to pay any expense for the establishment of the commemorative work. The commemorative work shall be established in accordance with the Commemorative Works Act.
Sponsors: Sen. Coons, Christopher A. [D-DE]
Target Audience
Population: People of the European Union
Estimated Size: 5000000
- Jean Monnet played a major role in establishing the European Union which affects all EU citizens.
- This commemorative work will primarily interest historians, diplomats, and individuals involved in EU-US relations.
- The establishment of a work in DC itself may attract US citizens interested in history and international relations.
Reasoning
- The policy involves establishing a commemorative work that might interest specific subsets of the population, such as historians, those involved in foreign relations, and individuals with a keen interest in European history.
- The target population in the US is relatively small compared to the general population as it predominantly affects individuals interested in international affairs and history.
- Since the policy mandates that the French Embassy covers all costs related to the establishment, it does not have a financial impact on US taxpayers.
- The impact on individuals' wellbeing is likely indirect and more intellectual/psychological for those with existing interest in the topic.
