Bill Overview
Title: Rosie the Riveter National Historical Park Expansion Act
Description: Historical Park Expansion Act This bill adds Nystrom Elementary School to the Rosie the Riveter/World War II Home Front National Historical Park in California. The Department of the Interior may also add certain other areas to the park. Such other areas must be determined to be eligible for listing in the National Register of Historic Places; have a direct connection to World War II home front themes in Richmond, California; and relate to the purpose, significance, and interpretive themes of the park. Interior may enter into cooperative agreements with the West Contra Costa Unified School District and other appropriate public and private agencies, organizations, and institutions to carry out the purposes of this bill. Interior shall coordinate visitor interpretation of the Nystrom Elementary School site with the West Contra Costa Unified School District.
Sponsors: Sen. Padilla, Alex [D-CA]
Target Audience
Population: People interested in WWII history, particularly women's contributions, alongside local residents and tourists
Estimated Size: 350000
- The park currently attracts visitors interested in World War II history and those particularly interested in the contribution of women during this era.
- Nystrom Elementary School, being added to the park, is in Richmond, California, which can attract local residents and tourists.
- The expansion of the park is likely to increase tourism, affecting local businesses.
- Educational programs at the park may have specific impacts on students, educators, and historians who focus on World War II and women's history.
- Adding sites tied to World War II may increase educational opportunities and cultural appreciation.
- Residents of Richmond and nearby areas may experience changes in local amenities and possibly traffic due to increased tourism.
Reasoning
- We considered the demographics that might be attracted to the improved park setup, such as local history enthusiasts, scholars, students, educators, and residents of Richmond, California, the broader Bay Area, and the U.S. in general.
- Given the budget limits, we must ensure that the policy affects a relatively large number of people to make economic and social sense.
- Local residents will be directly impacted by potential changes in tourism patterns, traffic, and local business opportunities.
- We need to include perspectives both within and outside the direct geographic impact area to understand wider effects.
- People directly interested in history or education may benefit educationally and culturally, while indirect effects might include increased local economic activity or changes within the school involved.
