Reasoning
- The policy has a broad target population, affecting major federal agencies across commerce, justice, science, and related fields. This influences a vast range of individuals, from business owners and workers to those involved in the justice system to researchers and students.
- People directly interfacing with these departments are most impacted, such as minority business owners, immigrants facing legal proceedings, or employees and employers concerned with trade and employment rights.
- The policy also has indirect impacts on a broader population, such as how economic development or scientific advancements funded by these agencies might eventually benefit wider society.
- Due to budget limitations, the policy cannot affect everyone equally or address every potential issue in full depth, making it crucial to identify the areas where funds will have the highest impact in terms of well-being improvement or economic growth.
