Bill Overview
Title: No Funding for Sanctuary Campuses Act
Description: This bill makes an institution of higher education (IHE) that is a sanctuary campus ineligible for federal student-aid funds. In general, a sanctuary campus is an IHE that has a policy of restricting its personnel from cooperating with federal officials in enforcing the immigration laws or that harbors or provides educational benefits to aliens who lack a lawful immigration status. The Department of Homeland Security must transmit to the Department of Education and publish in the Federal Register notice of a determination that an IHE is a sanctuary campus.
Sponsors: Rep. Murphy, Gregory [R-NC-3]
Target Audience
Population: Students at sanctuary campuses reliant on US federal student-aid
Estimated Size: 200000
- There are approximately 4,000 institutions of higher education in the United States.
- An unknown proportion of these institutions are classified as sanctuary campuses, but only those that are will be affected by the bill.
- If a sanctuary campus becomes ineligible for federal student-aid funds, current and prospective students who rely on such aid will be impacted.
- In the 2020-2021 academic year, there were approximately 19 million students enrolled in higher education in the United States.
- Assuming some students are both at sanctuary campuses and reliant on federal aid, those students will be directly impacted.
- Additionally, staff and faculty who benefit from government funding at these institutions may also be impacted.
- The global impact of this bill is primarily limited to the United States as it involves U.S. federal funding.
Reasoning
- The population affected by this policy is primarily students enrolled in sanctuary campuses, reliant on federal student aid. There's complexity as this also indirectly affects faculty and the overall campus environment, which also ties into the broader student and regional communities surrounding these campuses.
- The policy's financial budget impacts the capacity to implement the policy, and the broader effects could lead to changes in admission rates, campus policies, and financial strategies of IHEs.
- In the U.S., higher education institutions that adopt sanctuary policies are diverse in their demographic reach, impacting low-income students, immigrant communities, and local economies.
- For students, particularly those benefiting from aid, this policy could mean having to seek alternative financial supports or transferring to different institutions, potentially disrupting their educational paths and affecting their wellbeing.
