Bill Overview
Title: To amend the Department of Agriculture Reorganization Act of 1994 to establish an Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force, and for other purposes.
Description: This bill directs the Department of Agriculture (USDA) to establish within USDA an Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force. Among other responsibilities, the task force must (1) help promote the leadership of the United States with respect to the stability of the agriculture and food system supply chain; (2) monitor the resilience, diversity, security, and strength of the supply chain; and (3) support the creation of jobs with competitive wages in the U.S. agricultural and food system sector. The head of the task force must be the Special Advisor on Supply Chain Resilience and Crisis Response who must conduct an evaluation of the stability and reliability of the agriculture and food system supply chain and report to Congress on the evaluation.
Sponsors: Rep. Craig, Angie [D-MN-2]
Target Audience
Population: Individuals worldwide reliant on global agricultural supply chains
Estimated Size: 234000000
- The task force aims to enhance supply chain resilience, impacting those dependent on agricultural supply chains globally.
- The U.S. leadership in the stability of the agriculture and food system supply chain can influence global food markets, affecting food producers and consumers worldwide.
- Improvements in the supply chain can lead to better food security and prices for individuals internationally.
- Creation of jobs with competitive wages in the U.S. agricultural sector might set benchmarks for international labor standards.
- Global consumers of U.S. agricultural exports will be impacted by changes in supply chain resilience.
Reasoning
- The budget constraints imply the policy will have a moderate reach initially, but expand significantly over 10 years.
- The supply chain improvements will mainly affect those in agriculture, food processing, and logistics, but benefits could ripple out to consumers as food security and prices stabilize.
- Job creation in the agricultural sector might seem limited initially due to low budget allocations but grow over time as the task force strategies take effect.
