Bill Overview
Title: Isolate Russian Government Officials Act of 2022
Description: This bill requires the Department of the Treasury, the Securities and Exchange Commission, and the Board of Governors of the Federal Reserve System to take all necessary steps to exclude Russian government officials, to the maximum extent practicable, from certain international meetings, including the activities of the Group of 20, the Basel Committee for Banking Standards, and the Bank for International Settlements. This requirement shall be in effect until the earlier of five years after the bill's enactment or 30 days after the President reports to Congress that Russia's government has ceased activities to destabilize Ukraine's sovereignty and territorial integrity. The President may also waive this requirement upon reporting to Congress that doing so is in the national interest of the United States.
Sponsors: Rep. Wagner, Ann [R-MO-2]
Target Audience
Population: Russian government officials involved in sanctioned international activities
Estimated Size: 0
- The bill targets Russian government officials specifically by aiming to exclude them from international meetings.
- Russian government officials who are involved in or represent Russia at international meetings are the primary target.
- The bill also indirectly affects those involved in diplomatic and international relations with Russian officials as it changes the dynamics of their interactions.
Reasoning
- The policy directly targets Russian government officials, which means ordinary US citizens are not directly impacted by this exclusion.
- However, businesses and individuals engaged in international trade, diplomacy, or policy-making with Russian entities might experience indirect effects.
- Given the budget constraints and the non-civilian focus of the policy, it is unlikely that the policy would have a significant financial impact on the day-to-day lives of most American citizens.
- The interviews will include individuals who interact with international economic standards or diplomacy for diverse perspectives, including indirect and professional impacts.

Key Considerations
- The policy aims to exert diplomatic pressure on Russia and signal international disapproval of its actions in Ukraine.
- The actual implementation costs will largely depend on the level of coordination required among US agencies and international counterparts.
- There is a mechanism for waiving the requirements if deemed in the national interest, which may alter the duration and extent of enforcement.
