Bill Overview
Title: PEACE through Music Diplomacy Act
Description: This bill authorizes music-related exchange programs facilitated by the Department of State. The bill authorizes the inclusion of coordination and consultation with the private sector in the participation by groups and individuals from other countries in nonprofit activities in the United States similar to certain artistic and sports activities when such participation is in the national interest. State's Bureau of Educational and Cultural Affairs (ECA) shall manage, including in coordination and consultation with the private sector, programs focused on music and the performing arts that provide opportunities to build cross-cultural understanding and advance peace abroad. State should seek to (1) partner with the private sector in support of music-related exchange programs implemented by ECA, (2) leverage private sector expertise in developing and implementing such programs, (3) expand networking and mentorship opportunities, and (4) identify private sector funding sources for travel and other expenses. The bill authorizes State to partner with the private sector to recognize musicians whose works or performances have advanced peace abroad and who could contribute to networking and mentorship opportunities for participants of music-related exchange programs implemented by ECA.
Sponsors: Rep. McCaul, Michael T. [R-TX-10]
Target Audience
Population: People participating in or benefiting from international music exchange programs
Estimated Size: 2000000
- The bill involves music-related exchange programs facilitated by the U.S. Department of State, indicating a global target.
- Musicians, music educators, and related professionals from outside the United States will be directly participating in these programs.
- The programs will foster cultural exchange, which means national and international communities involved in cultural diplomacy will be impacted.
- Private sector entities involved in music or cultural exchange may also be stakeholders due to partnerships.
- Cultural and educational institutions globally that collaborate with the U.S. for these exchanges might see impacts on their offerings and collaborations.
Reasoning
- The policy impacts are likely concentrated in the music and cultural exchange sectors.
- The direct target is musically inclined individuals, educators, cultural institutions, and private sector partners with an interest in these exchanges.
- Not all Americans are directly associated with these areas; the ones who are will probably experience impact levels ranging from low to high depending on the extent of their involvement.
- The likelihood of no impact exists for the general American populace not involved in these sectors or these exchanges.
- The policy's budget constraints will limit the scale of immediate benefits and will likely lead to selective participation in programs.
